SHANGHAI — The Chinese Communist Party on Sunday released a blueprint for long-term development, laying out the most comprehensive signals yet of how President Xi Jinping plans to reform the country as it faces slowing economic growth.
The document contains decisions adopted by the four-day third plenum held by the party’s Central Committee, which concluded on Thursday. Spanning 15 parts and 60 sections, the blueprint released by state news agency Xinhua is much lengthier than the communique released at the conclusion of the meeting.
